This Teaching Paper provides a structured set of tools and templates to operationalize Rights-Based Approaches (RBAs) in development programs. It introduces four core resources: a Needs Assessment Template, a Logical Framework (Logframe), a Participatory Monitoring and Evaluation (PM&E) Guide, and an Advocacy Plan Template. Together, these tools enable practitioners to integrate human rights principles into program design, implementation, and evaluation, ensuring interventions are both effective and ethically grounded. A case study from South Asia illustrates how a local NGO applied these tools to improve maternal healthcare, combining needs assessments, logframe design, participatory monitoring, and advocacy for systemic reform. By blending theory with field-ready applications, the paper equips practitioners, students, and educators with adaptable frameworks for advancing equitable, inclusive, and accountable development.
