About the Article
This article examines how the impact of grassroots leadership can be measured across individual, group, community, and systemic levels. Moving beyond donor-driven metrics, it highlights empowerment, social capital, and institutional change as multidimensional outcomes that defy reduction to purely quantitative indicators. The discussion explores participatory monitoring and evaluation (PM&E) frameworks—such as participatory rural appraisal, outcome mapping, and storytelling—as tools that align assessment with empowerment and collective learning. By integrating Theory of Change approaches, hybrid evaluation models can balance external accountability with community-defined legitimacy. Drawing on examples from women’s groups, Indigenous movements, and local advocacy networks, the article argues that evaluation must itself become a dialogical and empowering process. Measuring grassroots leadership is therefore both a technical and political act—one that strengthens the very agency, trust, and ownership it seeks to assess.
