Abstract
This document presents Neya Governance Lite, a minimalistic governance architecture tailored for non-technical systems—NGOs, municipalities, social programmes, schools, community centres—where full-scale AI governance is impractical but safeguards are essential.
It defines lightweight governance roles, ethical boundaries, escalation pathways, fail-safe mechanisms, risk-signalling behaviours, and basic operational protocols. Governance Lite provides clarity without overwhelming non-technical environments, enabling them to integrate AI safely while maintaining institutional feasibility.
It is designed as an accessible governance toolkit for organisations adopting AI without existing technical governance capacity.
